Legislature approves contingent funding for new homeless shelter and directs grant work

Tompkins County legislators voted Dec. 16 to authorize contingent funding to advance planning and grant work for a proposed new homeless shelter and to continue consultant services preparing a state HHAP application.

County administration told the legislature that the county had contracted M and M Development to lead application and design work but could not submit an HHAP application in the previous round; the contingent funding will let the county complete a competitive application once the state opens the next round. Corso said the state requires that HHAP funds be used only for shelter projects — the county must either apply for the state shelter grant to build a new facility or not pursue those funds for other housing purposes.

In debate, legislators discussed whether to rehabilitate existing shelter space or to build new capacity; one legislator noted the project budget estimate of roughly $15 million and signaled additional scrutiny would follow. The contingent-funding resolution passed 13–1.

Separately, the Health & Human Services committee recommended reallocating about $400,000 in ARPA funds (previously assigned to other local projects that later secured grant funding) to pay for security services at the roadway shelter; the full legislature approved that reallocation.

Administration said the contingent funding is intended to pay consultants and complete application materials for a shelter construction bid and that subsequent design, financing and construction choices will return to the legislature during the capital planning process.
