Noble County drainage board reviews phased ONCS tile reconstruction and contractor bids

Noble County Drainage Board staff presented a phased plan to reconstruct the ONCS drainage tile system and reviewed multiple contractor quotes at the board’s meeting. Speaker 3 said the initial phase would extend to the south side of Craig Road and allow the county to begin work now while repaying costs over time, targeting repayment by 2027.
Speaker 3 summarized the project area as spanning from the Norfolk Southern Railroad to the upper end of the main tile west of the State Road train bypass, with work north and south of Drake Road and east and west of Beacon Road. He said four excavating contractors and one materials supplier submitted quotes. Speaker 1 read the quotes on the record: Greg Owens $44,804.36; Knott Grange $33,772.00; LA (quoted) $45,094.50; and a high contractor quote shown as $460,942.50 (the transcript listed that figure for a Triton entry). Speaker 3 said his internal estimate for parts of the work was about $103,250.50 and that the phase would likely fall in a neighborhood of $130,000 to $170,000, with the full program estimates running higher.
On funding, Speaker 3 said the county expects to stage the work so the first phase can be completed and reimbursed in future fiscal cycles; he recommended the board "take these under advisement until December 8, allowing my staff and I to review these, make sure that there's no inconsistencies, bridal recommendation to you at that time, and, if you desire to move forward, I will have contracts ready for your signature." The board voted to take the quotes under advisement until Dec. 8.
The presentation also placed the ONCS work in the context of several other tile projects the county is managing — including Baker, Gretzinger Drain, Hardendorf, Swab, Cooney and McCoy — and noted where stone and tile material are already staged on site to minimize weather delays. Speaker 3 emphasized the need to evaluate crossings and angular alignments where tile crosses rights-of-way and said he had coordinated with Zach Smith at the highway department to confirm the approach that best preserves flow.
Next steps: staff will complete a detailed review of the contractor submissions, clarify any discrepancies in quoted work or materials, and return to the board on Dec. 8 with recommendations and contract documents if the board chooses to proceed.
