County approves demolition program with Vermillion Advantage, allocates $400,000 from ARPA interest

The Vermilion County Board voted to approve an agreement to establish a demolition and real estate demolition program to be administered by Vermillion Advantage.
Presiding official introduced the two‑page agreement and noted Mike Mayer, chief executive officer of Vermillion Advantage, and Michael Levin were present to answer questions. When asked whether demolitions would be limited to incorporated areas, the administration said there is no geographic limitation and that most demolitions would probably be in incorporated areas because the program is intended to help business owners remove blighted structures that affect neighboring property values.
Board member Ball told the board the $400,000 appropriation for the program will come from interest earned on ARPA funds, not from the general fund. Ball said allocating the trustee‑funded position to Vermillion Advantage means municipalities will not incur separate administrative fees because the work will be performed in‑house at Vermillion Advantage.
The resolution was moved, seconded and adopted on roll call. Mike Mayer and Michael Levin were identified as present during the discussion; board members did not publicly amend the agreement at the meeting.
Administrative staff will proceed to finalize contractual steps and implement the program; officials indicated they will provide additional information as needed to participating municipalities and to the board.
