Commissioners approve Title VI implementation plan, appoint county highway engineer as ADA/Title VI coordinator

Commissioners voted to adopt a Title VI implementation plan and a companion resolution that names County Highway Engineer Joe Copeland as Randolph County’s Title VI/ADA coordinator.

Joe Copeland told commissioners, “I have our Title 6 implementation plan ready,” and noted the resolution contains places for all three commissioner signatures and requires staff training and other compliance steps before an updated plan is submitted (a new plan must be submitted by August 1, per Copeland’s summary). Copeland said he will incorporate required signatures and send the plan to INDOT once the board signs it.

The board moved and seconded the resolution and carried the motion; commissioners asked staff to provide copies for the record and for Copeland to serve as the coordinator. No amendments to the resolution were recorded during the meeting.

The resolution creates an internal point of contact to oversee nondiscrimination obligations tied to federal funding, according to Copeland’s presentation. Commissioners instructed staff to finalize signatures and file the document with the appropriate state office; Copeland confirmed he will deliver the signed copy to the county office and submit it as needed.
