Lancaster County commissioners adopt 2026—2031 road program, approve culvert contract and multiple purchases

The Lancaster County Board of Commissioners on Dec. 9 approved the county's 1- and 6-year road and bridge construction program for 2026 through 2031, authorized several contract amendments and awarded multiple purchase orders and contracts covering culvert work, consultant services and sheriff equipment.
Pam Dingman, Lancaster County engineer, recommended adoption of the road and bridge program and noted that the item typically accompanies the annual certification process. "I'm not really certain how this item ended up on the agenda," Dingman said, "Typically, the 1 in 6 is part of that annual certification that we approve. Nevertheless, it's here, so I'll recommend approval." Commissioners moved, seconded and adopted the resolution by roll call.
The board approved a consultant work order adding design, utility coordination and project management duties to county contract CDash18Dash0721 (Felsberg Holt and Olvig) for an additional $103,400 to complete the Saltillo Road work. Dingman also presented a phase 1 county culvert project and the board approved a contract with Tim Sysco Construction LLC for culvert maintenance not to exceed $367,722.20. Dingman said the culvert project drew "approximately 8 bidders" and that the award "came in at about 50% of the engineer's estimate."
Other approved items included the county's annual petroleum services contract with Midwest Petroleum Equipment LLC (cost not to exceed $5,000), a contract for telephone visitation services at the jail, and a renewal memorandum of understanding with Mentoring Plus to provide no-cost youth programming at the Lancaster County Youth Services Center. The board also approved two sheriff's office purchases using FAC funds: a speed-alert radar trailer from AllTraffic Solutions for $28,078.91 and a Raven bundle with interdiction capabilities from Safeware Inc. for $69,660.47; Chief Deputy Ben Howichon said earlier equipment had been heavily used and FAC funds were covering the purchases.
The board voted to grant a utility easement to the Lincoln Electric System for installation of a safety feature, designated official newspapers for 2026 transportation project publications, approved an agreement with the law firm Baylor, Ebony, Wolf and Tannehill LLP for legal services, and granted a waiver of a potential conflict of interest related to contract C25-0934. The board entered an executive session from 9:21 a.m. to 9:39 a.m. for union negotiations and legal advice; no actions resulting from the executive session were announced in open session.
All routine consent items, claims (including a separate claim to the Mediation Center for $8,550 and approval of claims beyond the 90-day period under Nebraska Revised Statute 23-135), and the reappointment of Susan Tatum to the Keynote Human Services Advisory Board were approved during the meeting.
The board adjourned after announcing upcoming staff and Board meetings; no members of the public spoke during the public-comment period.
