Warren County board approves IGA amendment and will assume operations of Franklin Wastewater Treatment Plant

The Warren County board approved resolutions authorizing a second-amended intergovernmental and joint venture agreement with the cities of Franklin, Germantown and Carlisle and an operations, maintenance and management services agreement that will have county staff assume operations of the Franklin Wastewater Treatment Plant on Jan. 1.
Speaker 1, an unidentified official, told the board the arrangement is a multi-party collaboration among the cities and Warren County and said "Chris Bausch and his team over there will actually take on the operations of the Franklin wastewater treatment facility." He said the county sought assurances that departmental costs would be covered.
The board was told the amendment to the IGA would permit the partners to form a new entity to pursue grant funding the partners could not access under the prior corporate structure in place since 1995. "That new entity ... allows us to go out and seek grant funding for that particular facility," Speaker 4 said.
On staffing, Speaker 1 reported offers have been made to most existing plant employees and that two offers remained outstanding; one employee was waiting for the agreement to finalize. He said the outstanding offers were extended through the Monday after Thanksgiving and the transition is planned for Jan. 1.
Financial terms discussed include county departmental cost coverage by the corporation and a year-end premium payment to the county; Speaker 1 said those provisions "have been agreed to by all parties." Speaker 1 also said the City of Franklin had already approved its measure and the other cities were expected to act before year-end.
The resolutions were moved and the roll calls recorded affirmative votes including recorded 'Yes' responses from Mister Grossman and Missus Jones; the transcript records other affirmations but does not enumerate every board member's vote in the available segments. The measures authorize the county to execute the amended IGA and the operations agreement and set the Jan. 1 transition date.
