Commissioner circulates draft moratorium on specified nuclear power systems for review

During new business, a commissioner (Speaker 5) distributed a draft resolution that would impose a moratorium on certain nuclear power systems and asked commissioners to review it. The draft defines the covered technology as “nuclear power plant that produces electricity from heat created when atoms are split within an above ground or below ground nuclear reactor,” and states the moratorium would take effect upon publication and run through Dec. 31, 2026.
Speaker 5 said the draft is the best available wording after research and that it may need future amendments to account for emerging technologies. He asked the clerk to publish the draft in the paper by the end of the year for public notice.
No formal vote on adoption occurred at the meeting; commissioners thanked the presenter and asked that the resolution be circulated for review and scheduling for a future meeting where formal action could be taken.
