Savannah Clement, identified in the meeting as the person giving the custodial update, told commissioners the first week of in-house custodial operations went “really well,” and that two full-time extra-help employees who joined the effort are familiar with county buildings and have eased the transition. Clement said departments were cooperative during the rapid switch and staff completed a full inventory, are establishing supply procurement and are still hashing out definitions of “public area” versus department-responsible spaces.
Clement said staff are exploring partnerships and volunteer-based projects for lower-volume buildings, but are prioritizing high-traffic facilities such as the Hall of Justice, jail and juvenile facilities for in-house coverage. She warned that initial costs are unclear because of upfront materials and projected employer-related invoices, noting better cost estimates are likely in January after payroll and overhead invoices are processed.
On building projects, staff reported the Hall of Justice HVAC work is roughly 75% complete but that the next three weeks will be the busiest for moves and installations as about 30 people shift into an annex space. Staff also said carpet and paint work are being done during the move period to take advantage of empty offices.
On leases, staff said Washington State University (WSU) has occupied greenhouse and expo-ground space and is seeking a permanent lease for expanded greenhouse use; the prosecutor's office has drafted paperwork and parties are close to agreement. The board signaled support for staff to continue finalizing the lease.
Separately, public works described continuing investigations of chronic leaks above commissioners' offices and a plan to replace aging roof drain piping; staff said the county found no blockages in drains connecting to the city system but will monitor after targeted repairs.
No formal votes were recorded on custodial service changes, HVAC contracting, or the WSU lease during this session; staff will return with agreements and cost estimates as they are finalized.
