County approves EOC construction change orders after contractor raises issues

The changes include a net credit for replacing a specified walk-in duct product (the manufacturer’s plant had burned, producing a substitute that reduced cost by $5,495), a larger PCO grouping concrete rebar and demolition/ICF tie-in work that will add to project cost and complexity, and a $1,000 conduit relocation identified immediately before a concrete pour.
The architect-engineering firm on the project reviewed and approved the equivalent product substitutions and on-site adjustments. Facilities staff said the work needed to proceed quickly to avoid a multi-week slowdown and presented photos of the on-site conditions to the commission.
Commissioners asked whether items should have been caught in the original bid; staff explained some elements — notably the tie-in between existing foam exterior systems and the new ICF addition — were left to contractor discretion and required manufacturer-specific work once selections were confirmed. The architect’s representative (online) explained an on-site detection of the electrical conflict prior to the pour prompted a timely fix that reduced downstream rework.
The board approved the change orders to prevent schedule delays and directed staff to continue providing real-time construction updates.
