Applicant withdraws rezoning request for Team Unleashed gym after strong neighborhood opposition

A proposed rezoning to convert 3.41 acres at 2054 Country Club Road from single-family residential to C2 general commercial was withdrawn by the applicant on Dec. 17 after exhaustive public comment and a staff recommendation against the C2 application.
County staff told the commission the C2 district is the county’s most intensive commercial zoning and would permit many uses (restaurants, nightclubs, dispensaries) that could produce significant land-use impacts in a mid-block residential area; staff recommended denial and reported 37 letters of opposition. Staff noted the site is mid-block rather than fronting an arterial or collector configured for commercial uses.
Applicant Aaron Piper and operator Sean Singleton described plans for Team Unleashed, a nonprofit-focused youth training and indoor gym concept, and said they were prepared to use nonprofit governance, right-of-first-refusal or deed restrictions to limit future commercial conversion. Singleton emphasized youth-development and mental health benefits and said schools have asked for gym space.
Neighborhood opposition was widespread: speakers cited repeated weekend events, loud amplified music, parking overflow into adjacent subdivisions, nighttime lighting, public-safety and emergency access concerns, and conflicts with both the county’s 2030 master plan and the adjacent City of Saint Charles comprehensive plan; the city submitted a letter opposing the rezoning.
After discussion about alternatives (conditional use, private-club frameworks, deed restrictions) and whether a different zoning pathway could achieve applicant goals, the applicant withdrew RZ25-13 rather than pursue the contested C2 route.
Next steps: applicant may consider alternative approaches (conditional-use options or a revised application) and was advised to consult legal counsel. The county will not act on the withdrawn application unless the applicant re-files.
