Norwich authorizes LOTCIP application for Hunters Road reconstruction, including culvert replacement

Norwich — Norwich city officials unanimously approved a resolution authorizing the city manager to apply for a LOTCIP (state) grant to reconstruct Hunters Road from LaPorte Drive to Norwich Avenue.
City Manager provided an overview and City Engineer Jeff Dubey described the work in more detail: full reconstruction with new curbing, sidewalks where feasible, drainage improvements, resurfacing and replacement of two antiquated culverts. Dubey said right-of-way constraints near the Norwich Avenue end (30 feet wide) will prevent continuous sidewalks and full bike lanes there, so the design will include bike lanes on the western portion and shared-lane markings where the corridor narrows. He also said the project will realign the intersection at Manicore Avenue to correct poor sight lines.
The manager said the project is eligible for state funding covering roughly 80% of costs. Council discussion clarified the proposal is being pursued as "phase 1," focused on the culverts and the LaPorte-to-Norwich segment; phase 2 would cover the remainder of Hunters Road. The council approved the resolution by a voice vote/roll call recorded as 7-0.
What happens next: The city will submit the LOTCIP application and, if awarded, proceed with detailed design and procurement focused on culvert replacement and safety improvements before advancing later phases.
