Finance staff said supervisors frequently submit incomplete or inconsistent time sheets and the payroll team spends significant time reconciling discrepancies before payroll runs. "We need to create a time sheet exception report and... have these people identify errors and undergo training," the finance director said.
Commissioners discussed who would review exceptions and how to hold supervisors accountable. The committee agreed the report would identify employees with repeated errors and require corrective action plans or training. Chair Cherry Boyd said she would contact CTAS for best practices on internal controls and oversight for positions that currently lack a clear payroll manager.
The committee voted in favor of the motion to create the exception report and to monitor results at subsequent meetings. The committee directed staff to implement reconciliation steps and provide periodic updates to the committee.
