Bullhead City Council approved an extension of off-leash hours at Sandy Toes Beach (Rotary Park) from 4:30–8:00 a.m. to 4:30–9:00 a.m. and authorized the city manager to make future adjustments as needed.
Recreation Superintendent Dave Heath told council that the off-leash area, created in September, has been popular and that users had requested later morning hour access. Staff recommended closing the off-leash period at 9:00 a.m. after which the beach returns to regular (on-leash) use. Council members noted numerous emails and complaints about owners not picking up after pets; staff said the city will increase education, signage and park ranger presence and warned that persistent abuse could result in enforcement actions and temporary loss of privileges for offending users.
Council voted 7–0 to approve the extension and the manager’s delegated authority to adjust hours to meet user and community needs.
