Council awards $838,033.86 contract to drill new well in North Mohave service area

Bullhead City Council approved a contract, not to exceed $838,033.86, with KP Ventures Well Drilling & Pump Company LLC for the 6-1 well drilling project (project 26-UDash001) to bolster water supply in the North Mohave/Lake Mohave Highlands area.
Utilities director Mark Clark explained the service area has five wells with several producing at reduced capacity and operating nearly continuously; the new well is intended as additional backup and to replace lower-quality production from older wells. Clark said staff anticipates a minimum of 400 gallons per minute from the new well and hopes to achieve up to 800–1,000 gpm depending on drilling results. He told council the contract bid came in roughly $200,000 below the next bidder and was substantially lower than the engineers’ initial cost estimate.
A member of the public questioned whether the cost would be shifted to ratepayers; Clark and staff explained the utilities operate as enterprise funds and are funded from utility revenues (not the general fund). Clark also said new wells require required new-source sampling and extensive testing before being placed into production.
Council approved the contract by voice vote (7 in favor). The utilities department will proceed with contracting, drilling and regulatory testing before placing the well into service.
