Bullhead City Council approves zoning extension, plats and $775,000 golf-course funding

Bullhead City Council voted unanimously on a string of routine and substantive items at its meeting, approving a zoning-time extension for a 9.8-acre site on Silver Creek Road, final plats with a 52.39 acre‑foot water allocation for a City Center development, and a $775,000 budget amendment to support the city-operated Chaparral Golf Course through February 2026.
Planning manager Johnny Laurel presented the public hearing on Ordinance 25‑14, describing an amendment to the prior zoning approval that extends the deadline for building permits at 2350 Silver Creek Road. Laurel said the Planning and Zoning Commission recommended approval; the council approved the ordinance and related stipulation by roll call vote.
City Manager reported the city’s water position in the City Center District discussion, saying the municipal supply totals about 30,000 acre‑feet and the city uses roughly 12,000–15,000 acre‑feet per year; staff requested and council approved a 52.39 acre‑foot allocation to support proposed Lot 4 (about 155 residential units) and Lot 5 (approx. 2 acres commercial). When asked whether a proposed car wash on Lot 5 would recycle its water, staff said recycling is commonly required but the specific tenant and systems were not yet finalized.
The council also accepted the final plat and authorized the mayor to sign the document. The same meeting approved the acceptance of required public improvements for Montana Ridge, Unit 2, subject to completion of three outstanding technical items (generator wiring harness, final SCADA integration and minor cleanup). Developer representative Dan Ehler told the council the sewer lift station has been rebuilt and is operating; the outstanding electrical harness and SCADA design data remain to be delivered.
On personnel and interagency items, the council approved an interim city magistrate agreement with former mayor Tom Brady to fill the magistrate role on a temporary basis at $75 per hour (no benefits) while recruitment continues. Council also approved a memorandum of understanding that formalizes local participation with the Mohave Area General Narcotic Enforcement Team (MAGNET), which includes cooperation with HSI/ICE agents on drug investigations.
Budget and operations items approved included a contingent transfer of up to $20,000 from contingency to secure the Bark facility (to install a roll gate and fence at 2435 Miracle Mile Road) and a $775,000 amendment moving contingency funds into the Chaparral Golf Course cost center to cover assumed liabilities, wages, operations and improvements through February 2026. Finance staff said the city has already received some revenue from course operations and expects to revisit financials in February.
