Jim Wells County authorizes application for Texas CDBG Colonial Fund construction program

The Jim Wells County Commissioners Court on Jan. 7 adopted a resolution authorizing the county judge to submit an application to the Texas Department of Agriculture for the Texas Community Development Block Grant Program’s Colonial Fund construction program.
The move, approved by voice vote at a special 9 a.m. session, was presented as necessary to meet an application deadline the court said was due the following day. The judge read the resolution’s purpose aloud, saying the court “desires to develop a viable community, including decent housing and suitable living environment and expanding economic opportunities for low to moderate income” residents, and directed that the application be filed on the county’s behalf.
The resolution commits the county to dedicating no less than 51% of any awarded grant funds to activities the state identifies as Colonial Fund priority activities, including water improvements, wastewater improvements and housing rehabilitation. The judge also noted that award funds would be used in compliance with applicable federal, state and local requirements such as procurement, environmental review, labor standards and civil rights rules.
Court members and staff said GrantWorks helped prepare the application and the supporting plat. One speaker noted that procurement approval remained outstanding and would need to be addressed as the application and subsequent project proceed.
The court approved the resolution by voice vote and arranged for signatures on the document before adjournment. The application will be submitted to the Texas Department of Agriculture for consideration under the Colonial Fund construction program.
