Auditors issue clean report for Fairfax City FY2025; council accepts ACFR

Finance Director Lynn Guzman and auditors from Robinson Farmer Cox presented the City of Fairfax's FY2025 Annual Comprehensive Financial Report (ACFR) on Dec. 9. Auditor Andrew Grossnickl told the council the audit resulted in an unmodified (clean) opinion on the financial statements and no material weaknesses or significant deficiencies were identified.
Auditors noted the city implemented GASB Statement No. 101 (compensated absences) during the year and issued a management letter with recommendations that do not rise to the level of findings. The management recommendations addressed timeliness of reimbursement requests, payroll process automation, pension refund reporting to actuaries and standardized grant‑management documentation to improve oversight. Finance staff said corrective actions are underway for several of the recommendations.
Key financial highlights presented: a primary‑government net position of about $122.6 million (an increase of $6.7 million from the prior year), governmental fund balance of $63.9 million (a decrease driven by planned capital spending) and a general fund fund balance of $45.6 million (an increase of about $2.0 million from the prior year). The council voted unanimously to accept the ACFR.
