Tax Assessor‑Collector Gerald Don told the court the existing vendor repeatedly produced errors that generated thousands of software errors this year and led to costly refunds in prior years. Don said the county has demoed Spindle’s system; other Texas counties have transitioned and he expects the Texas‑based vendor to provide more responsive support than larger national vendors.
Don said the conversion will require a narrow window (two months, typically in March) to migrate more than 300,000 accounts and that the implementation will be difficult but necessary to correct systemic issues. The purchase was budgeted and staff said costs are within the approved budget.
Commissioners approved the agreement. Don acknowledged the potential for "a rocky road" during conversion but said other counties' experiences were positive.
Next steps: IT and tax office staff will plan the conversion timeline and execute data migration during the conversion window identified by the tax office.
