Milwaukee BOZA approves schools, signs and automotive uses; sets conditions on traffic and vehicle limits

The Milwaukee Board of Zoning Appeals on Dec. 4 took action on a cluster of routine but consequential land-use items, approving a preschool/small elementary school, several automotive operations and a digital sign application while attaching conditions aimed at traffic management, enforcement and neighborhood impacts.
School at 5629 W. North Ave.: The board found the four special-use criteria met and approved a five-year special use for an elementary school serving about 20 children (ages 3–5), subject to the hearing-summary conditions and a requirement that the petitioner submit any upgraded state licenses and site conditions. Alderman Moore said she inspected the operation and supported the application, adding that she had seen a clean, orderly program in nearby operations.
Automotive operations: The board approved a new-operator special use for a light motor vehicle repair and sales facility at 5708 W. Center St. for a three-year period with conditions, including DPW’s requirement that no more than 17 vehicles be parked outside on the lot and that auto washing requires a separate occupancy permit. A set of three contiguous auto-sales parcels on S. 27th Street (2765/2769/2777) were renewed for 10 years but with a condition limiting the aggregate number of outdoor vehicles and a requirement to restore landscaping beds removed in prior years.
Billboard and signage: A request to install a large off-premise automatic changeable message sign that exceeded the city's display area and setback limits prompted staff concerns about brightness and visibility. The board approved the signage for a 10-year period with conditions including automatic dimming controls, limits on rotation speed of messages and a follow-up to reduce oversized wall-letter signage.
Traffic, enforcement, and next steps: DPW required driveway modifications and on-site queuing controls in several school-related cases (for example, a modification at 332005 W. Oklahoma Ave. required the southern driveway be right-in/right-out and asked the applicant to coordinate signal modifications by January 31, 2026). Across approvals the board attached time-limited permits, conditions to facilitate enforcement (shorter trial approvals for new operators) and requirements to provide contact information to the board office for compliance follow-up.
