A divided Board of Supervisors on Oct. 28 approved on first reading a planning-code amendment led by Supervisor Sauter that consolidates the North Beach Special Use District into a single North Beach Neighborhood Commercial District, expands some allowed ground-floor uses, and creates a pathway for priority permit processing intended to reduce storefront vacancy.
