SFMTA senior program manager Gary Chang described scope items including propulsion systems (engines, batteries, traction motors), HVAC refurbishment, operator area upgrades and a contingency line for unforeseen work discovered during overhauls.
SFMTA said phase‑1 work largely met schedule and quality expectations; the contractor is experienced and CCW has completed prior work for SFMTA. BLA summarized total funding sources (largely Federal Transit Administration funds) and confirmed an independent cost estimate had been used to validate pricing. The committee accepted a cleanup amendment to correctly reflect the contract term (five years plus two one‑year options) and forwarded the resolution to the full Board with a positive recommendation.
