Port staff presented a resolution to approve an 18‑month lease extension for an observation wheel at Seawall Lot 301 operated by SkyStar/Skystar Wheel LLC, with a monthly base rent of $11,000, an 8% percentage rent and an estimated revenue of approximately $1.8M for the extension term. The resolution also included environmental findings under the California Environmental Quality Act.
Tita Bell, chief of staff to Supervisor Danny Sauter, spoke in support on behalf of the district, and Scott Lancel, deputy director of real estate for the Port, said the wheel has generated close to $10M in gross revenue since arriving in 2023 and the Port’s revenue share has been approximately $760,000. Port staff argued that competitive bidding was impractical due to specialized investments and permitting costs that make replacement by other operators for a short term impractical.
There were no public speakers on the item. The committee voted unanimously to forward the resolution to the full Board with a positive recommendation.
