Planning board recommends Papillon master plan amendment adding 97.8 acres and multimodal features

The Rio Rancho Planning and Zoning Board voted to recommend that the governing body approve a revised Papillon master plan amendment proposed by Amar Southwest that would add approximately 97.8 acres (about 104 parcels) to the existing plan area and update land uses, transportation, drainage concepts and other plan elements.
Liz Reyes Carlos, planner for the City of Rio Rancho, outlined the request and told the board the revised application is smaller than a prior, larger request that had been withdrawn after the Planning and Zoning Board previously recommended denial. The revised request reflects consolidated ownership and includes additions of roughly 54.5 acres to the north and 43.3 acres to the south of the existing plan area.
Jim Strozier, principal with Consensus Planning and applicant representative, highlighted plan features intended to support multimodal travel and connectivity, including proposed bike lanes, trails and potential pedestrian bridges within arroyo corridors. "We really looked at the need for a multimodal traffic network in this plan area," Strozier said, and noted coordination with SCAFKA would be required to design and build arroyo improvements. Staff recommended the board recommend approval to the governing body with findings and conditions, and the board voted to do so.
The item will be transmitted to the governing body for final consideration under the city's master-plan amendment process.
