The amendment passed each regional RAC and received predominantly favorable votes in the racks. Board member Bob Christensen moved the measure and Justin seconded; the board approved it unanimously.
Staff said the measure is intended to increase program confidence among partners and to reduce the risk that operational details would be misused while preserving oversight and reporting channels to the board.
