County orders intersection safety evaluation and authorizes advanced construction agreement for CSAH 18 overlay

The McLeod County Board on Jan. 6 approved an Apex Engineering Group contract to perform an intersection control evaluation (ICE) of Airport Road at School Road near Hutchinson and a short corridor study for School Road at a cost of $29,833 from the highway construction budget. Staff said crash data show a notable increase in collisions at that intersection and the ICE will recommend intersection treatments.
County staff said the corridor study will coordinate with the City of Hutchinson’s School Road study to avoid conflicting recommendations. Commissioners noted that collecting crash and traffic data is necessary when applying for safety grants.
The board also adopted a resolution authorizing the county engineer to sign an advanced‑construction agreement with the Minnesota Department of Transportation for state project 043618008 (CSAH 18 concrete overlay). The arrangement allows McLeod County to bid the project before federal funds are available; the county must wait until the federal/state fiscal‑year start (July 1, 2026) to receive the federal funds but may proceed with procurement once authorized.
Both measures were approved by the board and staff said the studies and agreements will support safer design and align construction timing with funding cycles.
