City Manager Justin Lewis and staff explained the study’s recommendation to remove three fee zones and set a maximum per-equivalent single-family unit fee of $4,007.91, effective 90 days after adoption (staff proposed an April 1, 2026 implementation date). Justin clarified the fee applies only to new development; existing residents will not see a change to utility bills because impact fees are assessed on new connections. He said higher charges (for larger meters or greater flows) will apply to commercial or high-flow customers; staff referenced a $4,791 figure for larger meter scenarios during the presentation.
The impact-fee revenue would help finance near-term projects including further work on 200 North and 400 West and a future trunk-line upsizing or parallel trunk line to better serve connections toward Hyde Park. Justin and Clay outlined estimated project costs and noted the city’s preference to fund projects with cash where possible rather than bond.
Council asked technical questions about pipe sizes on the trunk line (about 18–24 inches) and whether Smithfield’s responsibility ends at the lift station that ties into Logan’s system; staff said the city’s obligation generally ends at the lift station and that further downsizing would be Logan’s responsibility.
After the public hearing, the council moved and adopted the ordinance updating sewer collection impact fees. Staff said they will return with implementation details and a schedule for the projects the fees support.
Recorded vote: unanimous approval.
Next steps: staff will finalize the fee schedule and public notice, and implement the new fee no sooner than 90 days after adoption as required by state law.
