The Monterey County Board of Supervisors unanimously approved a lot line adjustment affecting four legal parcels near River Road in Soledad during its Jan. 13 meeting.
Assistant planner Jordan Evans Polacco told the board the application (PLN 250191 — Franscioni, Grama, et al., and Jackson Family Investments LLC) adjusts boundaries among four parcels, three of which are under Williamson Act contracts. "The project area for all 4 parcels has a zoning of farmland, 40 acres per unit, in the Central Salinas Valley area plan," Polacco said, and staff found that the proposed adjustment meets county lot‑line regulations and Williamson Act findings. He noted the adjustment will slightly decrease acreage under Williamson Act contracts by about 2.1 acres but that the contracts will remain in force and no new development is proposed.
The project was referred to the Agricultural Advisory Committee (11/20/2025), which recommended approval without conditions; the board voted to adopt staff’s categorical exemption and approve the lot line adjustment on a unanimous vote (motion from Supervisor Alejo; second from Supervisor Church).
What’s next: staff will record the adjusted legal descriptions and ensure Williamson Act findings and contract terms remain enforceable. The county will monitor for any follow‑up filings required by state law.
