City adopts 2025 Stormwater Master Plan, outlines $80 million 20-year investment

Staff said the 20-year estimated investment is approximately $80 million; projects will be prioritized based on funding availability and service-level targets. Council adopted the related resolution and, on second reading, approved ordinance amendments to incorporate the public-facilities plan into the comprehensive plan. Staff will return with more detailed rate planning and a May 2026 work session update on the collection-system master plan and related financial impacts.
