Springfield council proclaims Human Trafficking Prevention Month, approves consent calendar and accepts Ward 4 resignation

During the regular session the Springfield City Council approved a set of routine items, accepted a resignation and issued a proclamation.

The council proclaimed January 2026 as Human Trafficking Prevention Month, with a brief community remark from a local representative who urged awareness and collaboration in supporting survivors.

Council then moved and approved the consent calendar on a roll-call vote (5–0). Staff said the formal acceptance of the annual comprehensive financial report will appear on a future consent calendar.

In public comment, Kelly Ackland (Ward 4 resident) asked the city to adopt a payroll tax rate that would preserve library services and staff positions, asked when the city would publicly respond to constituents’ concerns about recent ICE activities, and reported a broken light in the library parking lot that staff said they would add to their operations queue.

The council also received and accepted the resignation of Councilor Beth Blackwell (Ward 4). City attorney outlined a process for filling the interim vacancy: a 30-day application period, interviews and deliberation in open session, with an anticipated appointment in April and the interim appointee serving until the November general biennial election. The council voted (roll call) to accept the resignation and declare the seat vacant (5–0).
