She said sections 1–3 reproduce the introduced bill’s statutory text while the substantive updates are in later sections, including a new requirement that each designated Community Action Agency perform a needs assessment every three years and incorporate that assessment into an annual Community Action Plan that "shall include a schedule for the anticipated provision of new or ongoing services and shall specify the resources that are needed by and available to the agency to implement the plan."
