Brown County commissioners adopt organizational resolutions, appoint health officer

Brown County commissioners adopted a suite of organizational and administrative resolutions during their Jan. 12 meeting and appointed a county health officer.
The panel unanimously appointed Commissioner Lucas Heinen as commission chairman for 2026 by passing resolution 2026-01. Commissioners also adopted resolution 2026-02 to designate checking and investment depositories for the year, listing Citizen State Bank, UMB Bank (Hiawatha branch), GN Bank, Farmer State Bank, First Option Bank, Union State Bank and the Kansas Municipal Investment Pool.
The commission opened two bids for the county's official legal newspaper and designated the Horton Headlight for 2026 under resolution 2026-03 after accepting a low bid of $2.20 per column; the Hiawatha World was noted as an additional outlet for broader public notice. Commissioners also adopted resolution 2026-04, approving updates to the county’s personnel policy and 2026 salary and wage structure, including changes affecting insurance premiums and employee pay scales.
By resolution 2026-05 the commission approved a GAAP waiver for the year ending Dec. 31, 2026, asking the director of accounts and reports to weigh specific statutory requirements and confirming the county will prepare financial statements on a modified cash basis for budget compliance purposes.
The board also adopted resolution 2026-06, appointing Melanie Mears, identified in the resolution as a registered nurse and qualified local health program administrator, to serve as Brown County health officer effective Jan. 12, 2026, upon taking the required oath and posting bond.
All resolutions were adopted by motion and unanimous “aye” votes recorded at the meeting. The commission signed the adopted resolutions and instructed staff to distribute the formal documents and to post required notices.
