Mission council approves rezoning, multiple conditional-use permits and zoning changes

The City of Mission council on Jan. 13 approved several land-use measures including a rezoning request, multiple conditional-use permits and several zoning ordinance amendments intended to guide future commercial development.
Planning staff introduced a rezoning petition to change a parcel from R-1 (single-family) to R-2 (duplex/multi-family) to allow a proposed triplex on Nicholson north of 4th Street. Planning and Zoning recommended approval unanimously and the council voted to adopt the rezoning ordinance.
Council also approved conditional-use permits that planning staff said had no public opposition: a drive-thru service window for Taqueria Oviedo on Inspiration Road, an immobile food unit (Luz Coffee Shop) in Mission Bill commercial plaza, and temporary alcohol permits tied to the Texas Citrus Fiesta and monthly Art League events at the library complex. Each motion passed unanimously.
On zoning amendments, councilmembers approved changes to remove bars from neighborhood (C2) zoning—restricting them to more intensive C3 zoning with conditional-use review—established a one-mile separation rule for new car washes as part of water-conservation policy, and removed the conditional-use requirement for drive-thru windows at new fast-food restaurants to streamline commercial permitting. Staff said these changes stem from water conservation goals and consistency in land-use controls.
All items on the public hearing were supported by planning staff and carried by unanimous council votes. Ordinance numbers were read into the record as each motion passed.
