The Kenosha County Planning, Development and Agricultural Committee voted unanimously to approve multiple related land‑use actions affecting properties in the Town of Brighton.
Staff described a rezoning request for a parcel owned by the "Nicholas a and Wilcom Remocable Trust" (tax parcel 3042200130400) to reflect a DNR authorization to fill a narrow wetland area and install a driveway culvert. Andy Bueller, director of planning and development, said soil testing was completed and the Department of Natural Resources "did get approval for that" to allow a driveway across the wetland; the committee asked staff to confirm typical culvert design details.
For tax parcel 3042202930401 (owner listed as Vicky/Vicky Exton; agent Angela Exton), the committee approved three linked items: a County 2035 comprehensive plan amendment to suburban density residential, a rezoning from A2 to R2 plus C1 Lowland Resource Conservancy and a planned overlay, and a certified survey map (CSM). Angela Exton said the request would split the family home off from the larger farmland for estate planning and to reduce volunteer liability associated with an adjacent animal sanctuary.
The committee approved the comp‑plan amendment and the rezone by voice/roll call and approved the CSM "subject to conditions" required for recordability; staff will provide the required updates and record the CSM after county board approval and the county executive’s signature. Committee members were told the comp plan and rezoning will go to the county board in January for final action.
No members opposed the motions; staff noted that many similar wetland map updates have been handled administratively after municipal sign‑off. The committee did not add conditions beyond the standard CSM recordability requirements.
