Committee recommends ordinance to add 'building construction manager' title as department rebuilds code-enforcement supervision

The Finance, Organization and Personnel Committee recommended adoption of ordinance 0-2025-31, which would add the job title "building construction manager" to the city's ordinances.
Assistant City Manager and HR Director Beth Fox told the committee the change adds a job title only and does not create a new position. "This proposed position... is the start of our process to rebuild within the division itself, supervisory responsibility," Fox said, explaining the title would supervise building inspectors and the permit technician and act as deputy building official when the primary building official is absent.
Fox said the title is proposed as an S-19 grade, comparable in responsibility to other S-19 positions on the salary schedule. The committee moved, seconded and unanimously approved recommending adoption of ordinance 0-2025-31.
The recommendation will be forwarded to the full city council for final adoption and placement on the salary schedule if approved.
