Planning staff opened the public hearing by describing the mechanics of the request: the parcel would be annexed and its underlying zoning designated R-3 while portions of the PUD would follow H-4 commercial regulations, triggering a comprehensive-plan amendment and a change to the property’s growth tier. Staff also said coordination with the city’s Land-Use and Transportation unit (LTU) and watershed management remains ongoing.
