Committee debate stalls on returning federal scholarship tax-credit measure to full board

An off-agenda discussion about a federal scholarship tax-credit program (student scholarship organization, or SGO) produced a substantive exchange but no formal action.

Vice Chair (Speaker 6) urged the committee to reconsider and send a resolution supporting the federal scholarship tax-credit to the full board and, if possible, place a referendum on a ballot. "We have an opportunity to help the children in this state to benefit from a scholarship program," Speaker 6 said, adding, "This is not costing us any money. We are not incurring any cost to our Will County taxpayers to support this program." Speaker 6 said participating jurisdictions "have nothing to lose."

Speaker 11, referencing the executive committee, said the executive committee previously declined to move the measure forward and stated, "I am not interested in bringing it back for another vote when the executive committee had already made their decision." Several members questioned equity and program mechanics. Speaker 2 said, "I don't see the equity," and Speaker 10 cited earlier program data, saying past implementation produced limited returns locally and raised concerns about parameters and whether the program primarily benefited donors.

Committee members also discussed procedural timing. Speaker 8 said Dec. 29 had been the date to pass an ordinance to place an item on the primary ballot, and members noted that if a referendum could instead be placed on the November general-election ballot the deadline might differ. No formal motion was made to forward the resolution; the chair affirmed that executive committee review and leadership coordination are the appropriate next steps if members want additional consideration.
