Will County committee members approved an appropriation in the land-use budget to record an enterprise-zone payment for a project in the Joliet Arsenal Enterprise Zone.
A county staff member (Speaker 7) described the project as "a $25,000,000 warehouse rerack in Wilmington" and said the county's enterprise-zone incentive is a sales-tax exemption. "The county charges a $50,000 administrative fee for the handling of that sales tax exemption, which is the maximum allowed by state law," Speaker 7 said.
Speaker 6 asked how long the exemption lasts; Speaker 7 replied, "They get 12 months from the start of the project." Committee members asked whether the project would affect local roads; Speaker 7 said there might be "some additional construction traffic, but it would be de minimis" because the site remains warehousing space and the inventory flow would be similar.
Members also discussed that Will County participates in other enterprise-zone arrangements, with Speaker 7 noting the county is part of the Des Plaines River Valley Enterprise Zone and is a member of an enterprise zone in University Park as well.
The appropriation was moved, seconded and adopted by voice vote. The committee record indicates staff answered questions about the project's scope, the limited duration of the exemption and the $50,000 administrative fee; ownership of nearby roads and precise traffic impacts were not determined in the meeting and require follow-up.
