Two procurement items were presented to the board for consideration on Jan. 20. Airport Director Don Rowlett recommended awarding R-26-16 — an annual supply contract for aviation fuel at Memorial Field Airport — to Avfuel Corporation after three responsive bids and a rate-and-rank evaluation. Rowlett said Avfuel is the incumbent and submitted the best bid; the contract term would be one year with rolling 12‑month extensions and is expected to include delivery of two newer fuel trucks.
Chief Harvinton presented R-26-17, a two-year term contract to JGB Company LLC for application of graphics on police and fire vehicles. The city received three bids (JGB Company LLC, Sticky Logistics LLC, and Studio Graphics LLC), but staff determined only JGB met all specifications and declared it the sole responsible bidder. A notice to award was sent with a protest deadline and no protests were received; Chief Harvinton said previous work with JGB had met department needs and recommended approval. "JGB Company LLC meets all the bid specifications and is the sole responsible bidder," Harvinton said.
Both staff presenters told the board that signing the contracts would create no new fiscal responsibility at the time of signing and that any expenditures would be within departmental budgets. The board asked budget and rate questions about fuel expectations and confirmed no significant budget impact was expected.
