The Medford City Council on Dec. 17 approved a minor General Land Use Plan (GLUP) amendment that converts about 0.78 acres on the west side of Rieger Street from urban residential to commercial to regularize and slightly expand an existing JB Steel storage yard.
Dustin Severs of the planning department presented the staff report, noting the affected area is a western portion of three parcels that include long-standing storage use and that the planning commission had forwarded a favorable recommendation. The applicant’s agent, Jay Harlan of CSA Planning, told the council the storage-yard use has existed for more than 20 years and the amendment would bring the use into formal compliance while enabling minor expansion and an interior public-access road associated with a related street-vacation application to be considered in January.
Public works reviewed a traffic-impact analysis and found no mitigation was required. Staff said the project would include buffering (a wall and landscaping) around residential neighbors and that the applicant had offered stipulations to address neighbor concerns.
Councilor Garrett West moved for approval of council bill 2025-110; the motion passed on roll call, 8–0. The council’s approval allows the applicant to proceed with the associated property-line and street-vacation work linked to the GLUP change.
