County manager reports council actions including 360‑unit development with $2M affordability commitment

County manager Anne Laurent updated the Board of Public Utilities on Sept. 17 about recent council activity and county staffing plans.
Laurent said concrete barriers at Ashley Pond are being removed and staff are designing permanent bollards. She reported multiple upcoming recruitments (fire chief, human-resources manager, public-information officer) tied to retirements and said council awarded paving work on North Mesa and other streets.
On housing, Laurent said council introduced a purchase-sale and development agreement for a 360-unit project south of The Bluffs senior living complex. Under the proposal the county’s contribution would be land plus $2,000,000 to fund deed restrictions preserving roughly 120 of the 360 units as affordable housing. Laurent said the council intends a public hearing on the agreement on Sept. 30.
Laurent also said council approved an ordinance allowing elected officials to participate in the county’s medical, dental and vision plans, with costs borne by participants; the ordinance becomes effective after any appeal period expires. She noted a roughly 15% reduction in gross-receipts-tax revenue from the county’s prior forecast and said further council discussion on long-term financial outlooks is scheduled for Sept. 30.
