San Rafael ' The San Rafael Public Art Review Board on Jan. 14 voted to advance a package of five proposed public-art installations in the downtown arts district to the City Council for final approval, after consultants described the selection process, outreach and proposed maintenance. "It has been a journey together with the committee and the city," consultant Sage Loring said during the presentation.
