Community Services proposes staffing reclassifications as regional duties wind down

Community Services Director Vanessa told supervisors the department requests out-of-cycle organizational changes prompted by the winding down of the Eastern Iowa mental health/disability region.
The proposal would reclassify an administrative support specialist to administrative coordinator (a pay-grade decrease from 25 to 24 but with no change in pay), retitle the case aide supervisor to include veterans affairs duties and eliminate a currently vacant senior office assistant position. Director Elam said duties previously tied to regional grant administration and billing have been winding down, and shifting them supports the protective-payee program while allowing the case aide supervisor to focus on veterans affairs.
Staff emphasized no employees will lose positions because the elimination applies to a vacant role. Supervisors asked no substantive follow-ups during the discussion and the item proceeded as a routine personnel request to return for formal approval.
