Redmond staff outline phased road and park closures, detours and project timelines

Jessica (city staff) opened the presentation by pointing residents to redmondoregon.gov/maps for live closures and detailed detours. She said Pershall Avenue in the north is closed this week for construction of a wetlands complex and an interceptor pipe; detours route traffic via Northwest 10th, Maple and Northwest Way and the speed limit through the adjacent school zone has been temporarily reduced to 25 mph.
Jessica reported the Cedar waterline work is complete and crews are now on Birch; the Birch work is expected to be paved before winter (targets cited: by Thanksgiving/late fall). Central Dry Canyon near the Spud Bowl is closed for related work and the Hope Playground was closed on Sept. 3 for about a month to replace rubberized fall surfacing.
She said the Reservoir Drive project is nearing completion (new bicycle facilities, sidewalks and drainage) with likely reopening in October–early November. The Badger Canal roundabout near Ridgeview High School is partially open to maintain school access and should be fully open by early October.
On the East Side arterial and the 9th & Highway 126 roundabout, Jessica said a full weekend closure would be required to tie the highway into the new roundabout, with staged detours using Veterans and Highway 97; parts of 9th Street will remain closed for another three to four weeks with mid‑October connectivity anticipated. Jessica said the East Side arterial and 9th Street modernization are part of a progressive design‑build program with multiple GMP (guaranteed maximum price) packages; she estimated 9th Street modernization completion around 2027.
Councilors asked whether paving would be done by year‑end (Jessica said yes, weather permitting) and whether ODOT could adjust signal timing at Veterans/Highway 97 for the roundabout tie‑ins; Jessica said she would follow up with ODOT about temporary signal timing changes.
Next steps: staff will continue coordination with ODOT where needed, finalize GMP reporting later this fall, and issue press releases about specific closures and detours.
