Commission monitors White Cliffs preservation restriction and holds off on formal support for historic‑society window repair until proposal is clarified

The commission received an update Nov. 19 on White Cliffs and the Northborough Historical Society's window‑restoration proposal.

Chair Bob Light said Historic New England has not yet decided whether it will take on the preservation restriction deed for White Cliffs and that the commission is exploring alternatives — including the Northborough Historical Society holding the restriction as a nonprofit. He emphasized that, because the commission is a town body, a conflict of interest may prevent it from acting as the long‑term holder while the town still owns the property; that would mean waiting until after any sale to take on that role. The commission agreed it should be involved in drafting any preservation restriction to ensure it meets Massachusetts Historical Commission requirements.

Separately, the Northborough Historical Society has applied to the Community Preservation Committee for a window preservation project but asked the commission to hold off on a written letter of support while it refines its proposal; Chair Light said only one bid had been received and the price was higher than earlier estimates. The commission will review the full proposal and contractor details before deciding whether to provide a letter of support.

Members discussed the need to follow Department of the Interior standards for historic restoration and to see complete proposals and cost estimates before committing to support or funding recommendations. No formal endorsement or preservation restriction action was taken at the meeting.
