Sandoval County outlines multiple facility projects; staff flags $12 million legislative ask for courthouse

Projects referenced included the Bridal Resource/Animal Resource Center (site work and rezoning complete; construction ≈30% done), a new Bureau of Elections warehouse (planning complete), a new county commission room (planning/design nearly done; construction documents scheduled 01/30/2026), additions to the County Road & Fleet building, a temporary Cuba fire station (planning/design stage) and work on emergency generators at county facilities.
Martinez said the county has applied to the Bureau of Land Management for a 205‑acre patent to expand the fairgrounds and that bids for the Bridal/animal resource center have been received and are under review. On funding, he reported varied positions by project: some are fully funded through construction (animal center, Cuba fairgrounds), others are funded only through planning or design and need additional construction dollars (BOE warehouse, commission room, Pena Blanca phase 2). Martinez also identified a $60,000 design shortfall on a listed site and referenced a potential $850,000 grant that is not yet secure.
A county staff member told the commission the judicial expansion project has sufficient funding to build a minimum viable facility but not the full buildout the courts prefer. “We have an ask for additional funds for the legislature. I believe, $12,000,000 off the top of my head that would complete that project the way they want to see it,” the staff member said, and warned that without the additional appropriation some court areas would be deferred.
Commissioners asked for numbers for bid alternates at Fire Station 41, further detail on grant prospects and a short written summary of outstanding funding needs. Martinez indicated staff will provide additional numeric details and deliverables for commissioners to review.
Next steps: bids on the Bridal/animal resource center will be reviewed at an upcoming meeting, and staff will provide detailed funding breakdowns and alternate cost estimates for Fire Station 41 and other projects.
