Council declares first reading passed on RV park code amendment after questions about stay limits

During the Sept. 2 Dallas City Council meeting, the council took first reading of Ordinance 1912, an enacting ordinance amending Dallas Development Code section 2.503 to establish a recreational-vehicle (RV) park at the subject property.

Councilors asked whether the city could limit how long occupants may stay in the RV park. A staff representative said the city is prohibited from imposing a time limit as part of approval but noted there are statutory requirements—cited in the meeting as approximately 30 days—and that the property owner could, by policy or contract, choose to limit stays to a shorter period. “The city, is prohibited from putting a time limit on it as part of our approval, but there’s statutory requirements. I think it was, like, 30 days,” a staff speaker said.

Staff also said the owner intends a higher-volume, higher-turnover RV park rather than long-term occupancy, describing that as the owner’s operational plan.

The presiding official declared Ordinance 1912 to have passed its first reading; no roll-call vote with individual member tallies was recorded in the transcript.
