Augusta County board approves library board quorum change

Augusta County supervisors voted unanimously to amend the library board bylaws to define a quorum as a majority of named (filled) seats rather than a fixed number. The change, approved at the board’s first official meeting of 2026, is intended to prevent repeated stalemates when vacancies leave the library board shorthanded.
County Administrator Tim Fitzgerald introduced the item, saying the amendment would formalize a practice staff and trustees had been using to conduct necessary business. Susan Thacker and Natalie Hutchison presented the proposed language and answered questions about policy access; Thacker said the board-approved policies are publicly posted on the library website.
Supervisors asked whether the quorum calculation would use seats actually occupied (filled) rather than simply who is present, and staff confirmed it applies to filled seats. One supervisor requested a copy of the posted policies for review; staff agreed to provide the website location.
The motion to adopt the amendment was made and seconded; the board recorded a 7–0 vote in favor. The county administrator said the change will be transmitted to the library board to make the amendment official and to ensure the bylaws conform with the 1976 resolution establishing the library system.
