Huber Heights — The City Council on Dec. 8 adopted the 2026 appropriations ordinance, authorized a master lease-purchase agreement to replace five dispatch consoles and adopted a cybersecurity program required under Ohio law.
Finance staff presented the 2026 budget; council members praised the presentation and moved to waive the second reading and adopt the appropriations ordinance. The measure passed 9–0.
On a separate ordinance (Item 11c), staff described a timing advantage for replacing dispatch consoles now rather than waiting until the scheduled 2027 replacement cycle. Jim, a finance/IT staffer who worked on the procurement, said ordering by Dec. 19 secures a 10% discount and represents "approximately $60,000" in savings to the city if the purchase is placed by that date. Council waived the second reading and adopted the lease-purchase agreement 9–0.
Council also adopted a resolution establishing a cybersecurity program pursuant to Ohio Revised Code section 9.64, which staff described as a state mandate with an aggressive timeline. The program is intended to safeguard the city’s data, IT resources and to align procedures with the state’s requirements; staff credited IT and the law department for meeting the state’s timeline. The cybersecurity resolution passed 9–0.
All three measures were adopted on the evening’s consent/new-business calendar; staff will proceed with procurement and implementation steps described during the meeting.
