Planning Commission backs rezoning request to allow larger accessory building on Route 1

The Dinwiddie County Planning Commission recommended Dec. 10 that the Board of Supervisors approve rezoning PD-25-14 to the RR-1 district for a property fronting Route 1.
Planning staff explained the parcel is a little over 2 acres and that rezoning to RR-1 would permit a larger accessory building than allowed in R-1 (R-1 limits accessory buildings to 50% of the dwelling). Staff said the request represents a downzoning that is compatible with surrounding land uses, conforms to the comprehensive land use plan’s suburban residential designation, and that VDOT and the Land Development Committee raised no objections.
Applicant John Warsh told the commission he owns the property and that the work planned is “just building a garage just for personal use.” Commissioners asked whether animal rules differ between R-1 and RR-1; staff replied they are the same for allowed animals.
A motion to recommend rezoning PD-25-14 to the Board of Supervisors under Virginia Code §15.2-2286(a)(7) passed by roll-call vote; the staff recommendation was to approve the rezoning as consistent with surrounding zoning patterns and the area plan.
Next steps: The recommendation will be forwarded to the Board of Supervisors for final action.
