Planning staff said the current owners, who took possession in 2023, have abated the overwhelming majority of prior complaints and that any approval would be conditioned on resolving outstanding life‑and‑safety issues during building‑permit review.
Charles Enschel of the planning department summarized the project and noted a long history of DBI complaints tied to the property; he told the commission the remaining items are being addressed and that approvals would be contingent on abating those issues. Project sponsor Daniel Shabazz said the owners have closed “about approximately 15 to 20” violations and are actively working to finalize outstanding permits.
Community groups from the Calle 24 / Calleventi Cuatro cultural district spoke in support, saying the restaurant would integrate with the cultural corridor and commit to special‑use conditions that support long‑term sustainability. Commissioner Amor moved approval with conditions; the motion passed 7–0.
